In recent years, mail theft and attacks on mail carriers have increased significantly. However, a 2020 legal memo restricted Postal Police from patrolling anywhere outside of physical post office buildings. This bill is part of a larger effort to resolve those jurisdictional disputes and ensure the USPS has a clearly defined police force to protect its assets and personnel.

If this becomes law, the Postmaster General will have more direct control over security rules on postal property. Without it, the legal status of Postal Police remains somewhat murky, which some argue hinders their ability to respond effectively to rising crime rates affecting the mail system.
